Dillo 3.1.0 has been released a few days ago:

Now it supports OpenSSL 1.1 and 3, as well as LibreSSL and Mbed TLS 2 and 3.

The flag --enable-ssl has been renamed to --enable-tls and is set by default so is no longer needed, and the following patches shouldn't be needed anymore:

- fix-OpenSSL-1.1-detection.patch
- fix-duckduckgo-shortcut-in-dillorc.patch
- fix-FTBFS-with-gcc-10.patch

I assume these are Debian specific:

- fix-perl-shebang.patch
- move-helper-tools-to-libexec.patch

We also install the .desktop file with the Dillo icons from upstream.
