I have usb bluetooth adapter:

Bus 005 Device 115: ID 0b05:17cb ASUSTek Computer, Inc. Broadcom BCM20702A0 
Bluetooth

When I plug out and then plug in this adapter - bluetooth daemon started 
to get "running" state (top shows 100% cpu), bluetooth stopped to work, 
cannot use  bluetoothctl, and only solution is to restart bluetooth 
service.

Additional info:
firstly I such behavior I observed on my laptop which has:
Bus 003 Device 006: ID 8087:0033 Intel Corp. 
during hibernation I remove xhci_pci module, and after hibernation reload it,
 and sometimes bluetooth cannot deal with this
