a screencast of the behavior
I create a new empty panel.
I enter the Panel edit mode and move the panel to the right.
the panel is displayed on the left instead. Moving it to the left (unchanged)
and then to the right works.
But actually also just after moving it to the right, and it being displayed on
the left, if I exit the edit mode the panel appears on the right correctly.

There are even more breakages with this panel on the right side, another issue.
