SUMMARY
STEPS TO REPRODUCE
1. Start a new download from a server that supports downloading file chunks
using the Accept-Range and Range header
2. Pause the download
3. Resume the download
OBSERVED RESULT
The download does not resume, and its status gets updated to "stalled" after a
short while.
EXPECTED RESULT
The download should resume properly.
