A few updates should be made to file, DOCKER.adoc:
* The example docker-build commands are missing the period (.) at the end of
the line that refers to the current directory as the docker context. User
running the example will see an error if the period (or some other directory)
is not stated on the command line.
* Since docker v23.0.0 setting the environment variable, DOCKER_BUILDKIT, to 1
has no effect. Setting this environment variable can be removed from the
examples.
