I tested it as regular user.
"type apt" command shows: "apt is /usr/local/bin/apt"
"apt --version" shows: 1.15
Using root access nothing changed.

I tried to launch synaptic to check apt version: it is 1.6.17 (?!?) and I 
discovered that apt command is located in /usr/bin ... so I made:
>/usr/bin/apt list --installed without any error. The output is in attached 
>file apt-list--installed.txt .

Now the question is: why have I two apt commands in two different directories?
I alse tested the /usr/bin/apt command:

-pici->/usr/bin/apt --version
apt 1.6.17 (amd64)
-pici->type /usr/bin/apt
/usr/bin/apt รจ (=is) /usr/bin/apt

Looking at /usr/loca/bin I have found that the apt command here located
is a python3 script (attached)
