Some more research shows that the reason 90 seconds is no longer enough is https://salsa.debian.org/debian/anacron/-/commit/e83000966d446830ad93eef7af2c5ea62efe01db, which has set TimeoutStopSec=infinity for anacron. This decision was made in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=915379, and they seem to find it appropriate for desktops... I tend to disagree, for the ssame reasons as the original bug reporter.
