Looks good to me, except for a few minor issues and personal preferences, which I pushed to the branch.

If you approve of re-introducing the python-numpy-doc binary package, then I'll make a team upload to the NEW queue in the 'experimental' distribution. Once that is accepted by the FTP team, then I'll merge my changes into the 'debian/unstable' branch for the next upload of the numpy source package.
Yes, please go ahead, but note that the debian/unstable branch is stale and main development happens on the master branch at the moment.
