From what I can see, libmumps-seq is statically linked into the sdpa binary. 
Why is it not dynamically linked, like everything else? If it needs to be 
statically linked, why do we need a dependency on the shared library package? 
Instead of that, we should probably add a built-using field to the binary 
package, so that rebuilds can be scheduled when libmumps-seq changes, so that 
the statically-linked library gets updated.
