Thank you for taking the time to report this bug and helping to make Ubuntu better. The first question is: Why is the network configured in the initrd in the first place? Your dmesg says that the ZFS is used to boot and no "ip" parameter is specified there.
The second question is: Why did /usr/lib/dhcpcd/dhcpcd-run-hooks fail?
