Because that's not what it does. From the ACSLS ADMIN Ref Manual description of Move DRMedia:
Use this command to track database backup and copy storage pool volumes that are to be moved offsite and to identify the expired or empty volumes that are to be moved onsite.
It only manages database backup and copypool volumes, not primary pool volumes.
What happens when you set your drmprimstgpool?
