There is -- download the kernel sources and run "make defconfig". It'll start with the current default for the architecture you're building on [1 - x86_64][1 - i386], (which might not be up-to-date), then sets any new flags to their default state. I dunno how usable the default config is though, presumably not very, or else Arch wouldn't deviate so from the defaults so much as to need to ship custom configs with ABS.
