After moving the 2 IP addresses out of the web interface and into a file (file:files/noscanav.txt), this problem went away. After removing @lists.digium.com|@mythtv.org from No Processing Addresses (NoProcessing) and No Processing Address From (NoProcessingFrom), the problem went away.
