While the protocol is defined to work over either IPv6 or IPv4, all
implementations known to me use IPv6 for control traffic.  If you need to
run Babel over a network that cannot carry even link-local IPv6, you'll
need to modify the implementation.

The alternative is to set up an overlay network.  This has some advantages
in any case, especially if you're running over infrastructure that you
don't control.  You may want to look at what the Nexedi people are doing:
