Dear Susan,

Yes, The Universal House of Justice is accountable to God on religious matters but not on political matters. But it seems most (if not all) Islamic institutions and parties consider themselves accountable to God on all matters and specially religion and politics. The separation of religion from politics in Islam is not so clear.
