The problem arises when a doctor finds it easier (and more profitaable?) to prescribe a pill for extended periods rather than help the patient deal with the problem that caused the depression.
First, physicians can generate higher fees for the time involved with therapy versus the few minutes it takes to write a prescription. Other than psychiatrists, most physicians have little or no training in therapy and cannot make time for it in a busy practice. Second, some depressions are caused by neurochemical or hormone imbalances and not external problems.
At the same time, there are a lot of people who feel they should not have to put up with occasional 'down' spells. They immediately go to their doctor and insist on a pill to make them feel 'normal'.
Antidepressants do not work that way; it may be weeks before the patient notices any beneficial effect.
