Do you look at the intention of the "gambler" or the nature of the "casino" (or both? and how do they relate?)
I mean, state lotteries are used to fund school systems but if you really wanted to fund a school system it would probably be more effective to make a direct donation yourself. Even when they are run by the state they are usually to raise money for things like education.
