The Baha'i Studies Listserv Dear Susan, Germany is/could be an exception. Money is a big problem these days, I suppose that promised "Kingdom of God in Earth" will make opportunities for all, so our intelectual/professional growth will depend only in our will and work, but not just money.

I don't know that the Writings make any distinction. Higher education is not expensive in every country. In most European countries it is very cheap and heavily subsidized.
