I think I've figured this out. I had to "koji add-external-repo ..." to give
the koji access to our mashed repositories to satisfy the BuildRequires. I had
been under the impression that Kojira and /mnt/koji/repos somehow worked in
concert to implicitly make anything that koji built available to itself for
satisfying build dependencies. Rather, it appears that this must be explicitly
defined through the external repos.
