As I went to commit this, it occurred to me we should go ahead and take this
opportunity to achieve parity with the Debian package from 4.0 onward, and not
create the commitlog, data, etc dirs that tie the packaging to the application,
since we now have correct ownership/perms on the home directory. I have done
this

but now packaging CI for 4.x is broken so I'll have to sort that first.
