Did you try opkg dist-upgrade ? I'm not even sure it exists in opkg, but on debian/ubuntu-systems, upgrade doesn't install new packages, if needed. So it could "hang" somewhere between two versions. dist-upgrade, on the other hand, will happily install new needed packages.
