Humm,, I know what u mean. I have tried this, but it seems didn't work. 
I think there must be something else that should be installed.

$ sudo apt-get install libqt4-dev qt4-dev-tools
Reading package lists... Done
Building dependency tree       
Reading state information... Done
libqt4-dev is already the newest version.
qt4-dev-tools is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
