In my opinion, this should be in the ScalabePBS package because in the current packages the description is exactly the same:
The Scalable OpenPBS version incorporates scalability, fault tolerance, and feature extension patches provided by NCSA, OSC, Sandia, PNNL, U of Buffalo, and other leading edge HPC centers. This version is based upon OpenPBS version 2.3.12 and may be freely redistributed.
