The patch is not clean because: It uses "rearguard" format tzdata from IANA (instead of vanguard format), as the enhancement bug[1] is not fixed in jdk13u. The patch has passed all the related testing including JCK. Note: As per the mail from tzdata maintainers[2] there is a possibility that Brazil might not abolish DST.
