Lockheed, Boeing, TRW Team Awarded Work for Space-Based Laser


Washington, Feb. 9 (Bloomberg) -- A team consisting of Lockheed
Martin Corp., Boeing Co. and TRW Inc., the nation's No. 1, No. 2
and No. 10 defense contractors, won a $125 million U.S. Air Force
contract to explore ways of making a space-based laser capable
of destroying ballistic missiles.

The award, announced by the Air Force, is the first part of a contract
with a potential value of $3 billion in the next 18 to 24 months. The
contractors will experiment with how to integrate high-energy lasers
and precision optics into a lightweight spacecraft.

The so-called Space-Based Laser is another option the U.S.
Defense Department is considering for a potential defense against
ballistic missiles. Other options include the National Missile Defense
System, consisting of radar and ground-based interceptors, an
Airborne Laser mounted on modified Boeing 747 freighters, Army
ground-based systems and systems on Navy ships.

``The program's objective is to conduct a research effort to advance
and assess the feasibility of the Space-Based Laser concept and
technologies, culminating in a ballistic-missile defense demonstration
in space and assessment of non-ballistic mission utility,'' the Air
Force said in a statement.

The new contract involves only exploring how such a system might
be built, and isn't the first step developing an actual weapon, the
Air Force said.  Deploying a space-based laser is banned by the
1972 Anti-Ballistic Missile Treaty and would need approval from
the Russian government.

Politically Connected

The work will be performed at Lockheed Martin's Missiles and Space
division in Sunnyvale, California, a Boeing plant in Canoga Park,
California, and a TRW plant in Redondo Beach, California. Lockheed
Martin is based in Bethesda, Maryland. Boeing is based in Seattle,
while TRW is based in Cleveland.

The Space-Based Laser program has the political support of Senate
Majority Leader Trent Lott, the Mississippi Republican, and Robert
Smith, a Republican from New Hampshire and chairman of the Senate
Armed Services Committee's strategic systems subcommittee. They
were instrumental in boosting the administration's fiscal 1999 space
laser request to $167 million from $74 million.

Lockheed Martin shares fell 1 7/16 to 35 15/16. Boeing fell 7/8 to
35 1/2.  TRW shares fell 1/2 to 50 1/8.
