Not necessarily. My Thinkpad X240 came with an m.2 card (only 16GB) that
is intented to be used as cache drive by Windows. I installed Debian on
it. :) Anyway, this type of m.2 drive doesn't use SATA Express but
regular (legacy) SATA 3.0 instead (6Gbit/s). It's significantly slower
than my 128GB Samsung 840 Pro but with so little space you use every bit
of space you have. And I don't have the impression that it is "too slow"
for an operating system either.
