unowned as in "dpkg does not know a package owning this file", not file
ownership that can be changed with chown ...

there are not that many that have a piuparts ignore entry for this
reason ... and some have a debconf question about this (defaulting to
"do not remove", but allowing preseeding), e.g. mysql, cyrus, ...

But if you can argue that that data is so extremely valuable ... we
might add an ignore entry.
