I simply followed link to pypi[0] from the PTS[1].
It appears python-lockfile moved from googlecode to github[2].

I was currently looking at some python packages state in debian to eventually
start packaging python-CacheControl which depends on python-lockfile.
I noticed python-lockfile might support py3k inspecting the setup.py but I did
not try it myself though.

The upstream README mention some major change in the API for 0.9.

Pullrequest 3[3] reveals also the current maintainer is willing to hand over the
project. This explains why python-lockfile has been quite dormant.
