I ran into this bug today too, though there actually seems to
be two bugs related to this.

The docs for @mailtos says that if that array is empty, mail
will be sent to no one, but if there is no mail server on the
system, then debarchiver runs fail before they even begin in
check_mailconfig(), and then if a mail server is installed but
no @mailtos are set, it fails again as already described by
the original reporter of this bug.

Since the install I did today was in a minimal VM, that was
only going to be used by me, I really didn't need it to send
me mail about things I already knew I'd done, and didn't
really need a mail service in that VM at all, except to work
around this.

For that sort of use it would be nice if having mail disabled
wasn't a fatal error.


Anyhow, thanks for maintaining this, it's been my favourite
solution for local package repos for a long time now :)
