on Wacom Pen & Touch tablet when the touch is in proximity (eg your hand touches the tablet surface) no pen events are reported until touch is out of proximity (eg you lift your hand from the tablet surface). This makes Wacom P&T tablets unusable with Linux 4.0. This is fixed in Linux 4.1 Please update to later kernel or import fixes if this is supposed to be the next stable kernel.
