The change in tzdata that this is due to stems from version 2014i as
far as I can see.

    the time zone abbreviation in Europe/Minsk is changing from FET

The resulting behavior described is a bit strange. It's not obvious
that the decision of the web sites are indeed correct to me and could
be regarded as bugs of the sites as well probably. Unwelcome side
effect probably.

Sorry for the "no help at all" response. Just a note about something I
had in the back of my head (and in source =)).
