I'm unsure how that would have happened, all the builds have been done
from source.

We just uploaded 0.5.3-1 today, which I did a test build from source in
a newly built debian unstable chroot. All I did was debootstrap and
then install build-deps mentioned in debian/control.

# dpkg-buildpackage
.
.
.
make[5]: Leaving directory '/fwupd-0.5.3/src'
make[4]: Leaving directory '/fwupd-0.5.3/src'
make[3]: Leaving directory '/fwupd-0.5.3/src'
make[2]: Leaving directory '/fwupd-0.5.3/src'
make[2]: Entering directory '/fwupd-0.5.3'
make[3]: Entering directory '/fwupd-0.5.3'
make[3]: Nothing to be done for 'install-exec-am'.
make[3]: Nothing to be done for 'install-data-am'.
make[3]: Leaving directory '/fwupd-0.5.3'
make[2]: Leaving directory '/fwupd-0.5.3'
make[1]: Leaving directory '/fwupd-0.5.3'
   dh_install
   dh_installdocs
.
.
.

# ls debian/tmp/lib/udev/rules.d/
90-fwupd-devices.rules

Can you please check if this issue persists with the 0.5.3-1 upload? If
it was caused by a missed transition in NEW, I believe that it should be
resolved with the fresh build. If it does persist, can you please
recommend to me how I can reproduce the problem or review a full log of
the autobuilder (since I already tried with a local amd64 debian
unstable chroot).
