It would be great if you can file this bug upstream at https://bugzilla.gnome.org/enter_bug.cgi?product=NetworkManager and report back with the bug number. It's hard for me to reproduce the issue, since I don't own such a hardware. What you might include in the upstream bug report is the udevadm info /sys/class/net/XXXXX output of the device directly after boot and after you unplug/plug it.
