When I press CTRL-O in mc to use the subshell, and resize the terminal,
applications no longer see the new size (as they used to)--they always
see the original size.

E.g., open a urxvt window, run mc, press CTRL-O, and run "stty size";
then resize the window and run "stty size" again.  It should show the
new size, but instead shows the same values as before.  Outside of mc
this works as expected.

The effect can also be seen when viewing a text file in vim: after
enlarging the terminal, vim won't fill the screen.  However, when I
press F4 to run vim, its size does update correctly.
