The file is under ucf control instead of dpkg's, because we have taken it over from the (vanished) texdoctk package. Up to version 3.0-11, we had many more files under ucf control, but this is no longer necessary, and instead of dropping the "many more" files, we simply dropped the whole piece of code and forgot about texdocrc.
