I can't reproduce this bug myself; I have always been able to run wesnoth in windowed or fullscreen mode without a problem. My guess is that this is some sort of bug specific to certain fullscreen resolutions (probably more esoteric ones). There are mentions of this issue in the wesnoth forums, e.g. [1], so probably not an isolated issue, but I don't think it's widespread enough to justify a severity bump. Please try and see if this is reproducible with wesnoth-1.13, and also consider filing a bug report upstream [2].
