Dear Maintainer,
I just had a look in mediawikis debian packaging via

$ apt-get source --diff-only mediawiki
$ tar xvf mediawiki_1.27.1-3.debian.tar.xz

and seeing the output of the resultant debian directory. I saw the
changelog.gz but find it pretty hard to parse major interesting
changes to the upstream package. Having a NEWS.gz which showcases the
BIG changes between major version change would be good for mediawiki
and mediawiki users.
