Dear Maintainer,

I have encountered this bug on both 8x8 and 16x16 grid sizes, but it occurs
much more frequently on 16x16 grids.

Some period in the game, usually at the beginning or end, it is impossible to
determine where a flag should be placed. I just did normal gameplay.

In the attached screenshot you can see on the left side that of, the two
squares next to the 5 and the two squares next to the 3, only one of them could
be a flag, but I can't figure out how to determine which one. Probed for a
"Hint" button, but found none.
