Avahi doesn't do link-local IP assignment, that's done by the zeroconf package.
You probably got it after installing avahi-daemon, because avahi-daemon
recommends libnss-mdns and libnss-mdns recommends zeroconf.  

There are two issues here. First zeroconf shouldn't break your network even if
it's installed. Second there is no reason for libnss-mdns to recommend
zeroconf. 

Reassigning the respecitive bugs to those packages.
