Package: ntpdate

Hi Kurt (and everyone else in the BTS),

I've been going through the open bugs in the BTS again and have come to the
conclusion that the whole ifupdown triggering mechanism included in the ntpdate
package is a bug mess we're unlikely to get sorted out. It needs to be
converted to sntp. Doing that inside the ntpdate package will still have
everyone who had ntpdate installed for manual purposes run these triggered
one-shot clock synchronisations, with unknown consequences to a running sync
daemon.

Therefor I'd like to propose to

- drop all ifupdown hooks from ntpdate
- document this in ntpdate.NEWS and the Buster release notes
- if we get to it, create a new sntp-trigger (or similar) package that
  does include a very very simple one-shot sntp call only if no other
  time sync daemon is installed/running
- drop ntpdate completely from Buster+1
