Well, this is the documented behavior for source format 1.0 (it does
not apply to newer source formats) which has acted like this since its
introduction in dpkg 1.3.0:

Even considering changing this seems too painful, when the easy way
forward is to just switch to one of the new source formats. So I'm
inclined to just close this, as one of the known historic warts of
the 1.0 format.
