StandardOutput= is only supposed to apply to messages received via stdout (at least that's how it's documented). So what you see is expected behaviour, I'd say. I quickly tested a stretch VM and the message sent via syslog (logger) does not show up on the console, so I don't quite understand the "not longer" comment.
