there is a upstream bug about the cache handling of cdrom devices. If KVM is used with couldstack >= 4.9 cloudstack will add cdrom devices to a vm with the activated cache option (cache=x). The result is the machine will not boot if the cdrom is empty. We do the provisioning of vm's via pxe and preseed and thats why the cdrom will always be empty. Therefore, vm's will never boot. We taked the patch from upstream[1] and applied it with small changes to the current version (1:3.1+dfsg-5) of qemu. The patch worked for us with buster. Maybe it's useful for someone else.
