dist-upgrade or just applying security updates?

If dist-upgrade: From Debian 9 Stretch to Debian 10 Buster? (The
Stretch kernel version and release 10.1 in the meta-data suggests this
combination.)

If it was a dist-upgrade from Stretch to Buster, this is to expected
and documented in the release notes:
