In config.toml.example of the same version on a source install, I
have this setting in the [gitlab-shell] section, not in [hooks].
And on that working source install, I don't even have it set in the

Anyway, I tried it, but it did not help.
I don't have anything more to suggest. I'm starting to work on
getting ruby 2.7 in fasttrack which should hopefully fix this, but it
will take some time as about 47 native gems will need to be
recompiled with ruby 2.7.
In 2 days and 70+ rebuilds we have gitlab working with ruby 2.7 (just
tested git clone and git push).
Add https://people.debian.org/~praveen/fasttrack-staging/ and
https://people.debian.org/~srud/fasttrack-staging/ repos with
buster-backports and buster-fasttrack suites
Once you confirm, I can push these packages to fasttrack.debian.net
