I think that the homepage is now:
https://developer.gnome.org/gconf/stable/
I noted that also the download link is not responding:
https://ftp-osl.osuosl.org/pub/gnome/sources/GConf
I think the new one is the following:
https://ftp.osuosl.org/pub/blfs/conglomeration/GConf/
