Package: cppreference-doc-en-html

Dear Maintainer,

Peter Feichtinger has recently updated the offline archive:
https://github.com/PeterFeicht/cppreference-doc/releases/tag/v20211127

which contains many new C++20 features and makes it relatively easy to update 
the Debian packages.
Here are my instructions to make your own:

(I did not spend much time digging into details, there were lots of errors and 
warnings I ignored, but the package is very usable)

Preparation is tedious and takes a lot of computation time (more than an hour 
for me),
so it would be nice to have it directly from Debian.

Note that the current snapshot is from 2017, lacks many C++17 features and has 
nothing about C++20.
