Yes, it's a dependency.

I tried first installing both packages, and the game worked fine. Then I purged both, then installed only lbreakouthd and not lbreakouthd-data. From the application menu, LBreakoutHD silently failed to launch. From the command line, it failed on trying to read a directory installed with lbreakouthd-data:

Also, the description says that lbreakouthd supports all LBreakout2 themes and level sets, so perhaps lbreakout2-data should be a suggested package.
