The system unit for rsyslog now explicitly specifies -iNONE and thus
/var/run/rsyslogd.pid ist not create anymore, but the package default
configuration still references this PID file.

Solution in /etc/monit/conf-available/rsyslog was:

check process rsyslogd matching /usr/sbin/rsyslogd
