The active keyring does not relate to the package version in the archive. These monthly, tagged, updates have all been pushed to the active infrastructure even if they were not uploaded to the archive. Are you observing some problem that caused you to raise this bug? You might find: https://keyring.debian.org/keyring-workflow.html an useful read, and if you're working with the keyring for some reason then the most up-to-date keyrings are available via rsync: rsync -az --progress keyring.debian.org::keyrings/keyrings/ .
